Scholarship Program for Muslim Communities in Non-Member Countries (SPMC)
I. Background
In numerous developing nations that are not part of the Islamic Development Bank (IsDB), Muslim communities often face educational disparities, particularly in technical and professional fields. This educational gap poses a significant challenge to the socioeconomic progress, cultural preservation, and overall development of these communities and their respective countries.
To address these developmental challenges, the IsDB initiated the Scholarship Program for Muslim Communities (SPMC) in 1983. The program commenced with 53 students from India, Sri Lanka, and Kenya.
II. Objective
The primary objective of SPMC is to offer opportunities for academically outstanding yet financially disadvantaged young Muslim students to pursue undergraduate or first-degree studies. Additionally, the program aims to train these students as dedicated professionals committed to uplifting their communities and contributing to the progress of their nations.
III. Concept of the Program
SPMC transcends mere financial aid by serving as a tool for enhancing the socioeconomic conditions of Muslim communities through the scholars it cultivates. Functioning as a human development initiative, the scholarship operates as an interest-free loan (Qard Hasan) to students, with repayments directed towards a local trust rather than IsDB.
Recipients of the scholarship are required to repay the loan post-graduation and employment, thereby replenishing the fund for future scholarships within their communities. Simultaneously, graduates are expected to actively engage in community development initiatives.
Moreover, the program is a collaborative endeavor between IsDB and Muslim communities, with IsDB partnering with national NGOs as Counterpart Organizations (CPOs) for program implementation.
IV. Fields of Study
SPMC currently prioritizes fields such as medicine, engineering, agriculture, as well as related disciplines including dentistry, pharmacy, and computer science.
V. Place of Study
Scholarships are granted for studies at recognized government universities within students' home countries. However, arrangements may be made for students unable to secure admission domestically to study in IsDB member countries such as Malaysia, Morocco, and Turkey.
VI. Eligibility Requirements
Eligible applicants are academically proficient, financially needy Muslim students committed to social services and community development. They must meet specific criteria including age restrictions, educational qualifications, language proficiency, and medical fitness.
Additionally, applicants should not be recipients of other scholarships simultaneously and must not pursue remunerated work during their studies unless approved by IsDB.
VII. Benefits and Facilities
The program covers various expenses including tuition fees, monthly stipends, book/clothing allowances, and medical treatment costs. For students studying abroad, IsDB provides return economy class tickets and an installation allowance.
VIII. Obligations of the Beneficiaries
Scholarship recipients are obligated to commit to their studies, return to their home countries upon completion, engage in community development, and adhere to program regulations and ethical standards.
IX. Roles of Counterpart Organizations (CPOs)
CPOs play a crucial role in program implementation, including verifying applicant information, conducting preselection processes, and establishing local IsDB Education Trusts (IETs) to manage loan refunds and support community development initiatives.
X. IsDB Education Trusts
IETs, in collaboration with CPOs, ensure the sustainability of the program by managing scholarship loan refunds, implementing local programs, and supporting graduates and graduate associations in community development endeavors.
XI. IsDB Graduate Associations (IGAs)
IGAs play a pivotal role in postgraduate activities, including loan repayment management, local scholarship programs, and community services, thus contributing to the socioeconomic development envisioned by IsDB.
