Scholars studying in New Zealand with a full Manaaki New Zealand Scholarship receive:
Citizens of eligible Pacific countries have two full scholarship options. Eligible scholars can study in New Zealand or at a university in the Pacific.
Federated States of Micronesia, Fiji (postgraduate only), Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu
Note - Cook Island scholars have their own scholarship, which is administered by the Cook Islands Ministry of Education and funded by the New Zealand Government.
Tokelau scholars can currently only apply for Short Term Training Scholarships.
There are several levels of study available for Pacific countries based on MANAAKI NEW ZEALAND FULLY FUNDED SCHOLARSHIPS 2023
Application Process
The scholarship application process varies by country or region.
For all eligible countries and regions, the 2024 tertiary Manaaki New Zealand Scholarships application portal will open at midnight on February 1, 2024 and close at noon on February 29, 2024.Apply to study in New Zealand if you are from the Pacific region.
Residents of eligible Pacific nations are presented with two comprehensive scholarship options. Qualified scholars have the choice to pursue their studies either in New Zealand or at a university within the Pacific region.
Option 1: Scholarships for Study in New Zealand
Pacific countries eligible for this option include:
- Federated States of Micronesia
- Fiji (postgraduate only)
- Kiribati
- Marshall Islands
- Nauru
- Niue
- Palau
- Papua New Guinea
- Samoa
- Solomon Islands
- Tonga
- Tuvalu
- Vanuatu

- Undergraduate Degree (3-4 years)
- Postgraduate Certificate (6 months)
- Postgraduate Diploma (1 year)
- Master’s Degree (1-2 years)
- PhD (3.5 years)
Expected start dates:
Our goal is for Pacific scholars selected in 2024 to commence their studies in New Zealand from Semester 1, 2025.
Option 2: Scholarships for Study at a Pacific University
Pacific countries eligible for this option include:
- Kiribati
- Niue
- Samoa
- Solomon Islands
- Tonga
- Tuvalu
- Vanuatu
Study levels available:
- Undergraduate Degree (3-4 years)
- Postgraduate Certificate (6 months)
- Postgraduate Diploma (1 year)
- Master’s Degree (1-2 years)
- PhD (3.5 years)
You can pursue these qualifications at one of two universities in Fiji or Vanuatu.
Expected start dates:
Our aim is for Pacific scholars selected in 2024 to commence their studies in their Pacific country of choice from Semester 1, 2025.
Pacific countries should apply to Pacific universities.
You can apply for a New Zealand Scholarship to study at one of four universities in Fiji, Papua New Guinea, or Vanuatu if you are a citizen of Kiribati, Niue, Samoa, the Solomon Islands, Tonga, Tuvalu, or Vanuatu.The scholarship application process differs depending on your country of origin:Applications from Asian countries to study in New Zealand
Countries in Asia eligible for New Zealand Scholarships include Cambodia, Indonesia, Jordan, Lao PDR, Malaysia, Mongolia, Myanmar*, Nepal, Philippines, Thailand, Timor-Leste, Viet Nam, India, Sri Lanka, Pakistan, Bangladesh, and Maldives.
*Starting in 2024, only ASEAN Short-term Training Scholarships will be available for scholars from Myanmar.
Available study levels are Postgraduate Certificate (6 months), Postgraduate Diploma (1 year), Master’s Degree (1-2 years), and PhD (3.5 years).
Scholars selected in 2024 are expected to commence their studies in Semester 1, 2025.
Applications from African countries to study in New Zealand are being accepted.
Countries eligible for New Zealand Scholarships in Africa include:
Algeria, Angola, Botswana, Cameroon, Djibouti, Eswatini (formerly Swaziland), Egypt, Ethiopia, Ghana, Kenya, Lesotho, Malawi, Mauritius, Morocco, Mozambique, Namibia, Nigeria, Rwanda, Senegal, Sierra Leone, South Africa, Tanzania, Tunisia, Uganda, Zambia, Zimbabwe
Study levels available:
- Postgraduate Certificate (6 months)
- Postgraduate Diploma (1 year)
- Master’s Degree (1-2 years)
- PhD (3.5 years)

Applications from Caribbean countries to study in New Zealand are being accepted.
Countries in the Caribbean eligible for New Zealand Scholarships include:
Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, St Lucia, St Vincent and the Grenadines, Suriname.
Please note that the Dominican Republic is listed under eligible countries for Latin America.
